Duties & Responsibilities


This Division is responsible for directing organizational components directly relating to the human, financial and strategic resources of the Department and assists in manifesting the goals and objectives of the Police Director into functionality.

    Policy & Planning Section - This Section serves as staff to the Police Director and is responsible for maintaining the Department’s Rules and Regulations as well as the General Orders. This Section performs the strategic planning function of the Department. To that end, this Section conducts internal and external research, performs needs assessments, evaluates emerging technologies, develops strategic plans, and provides recommendations regarding new policing strategies and innovations.

     

    Finance & Grants Section - This Section is responsible for compiling and administering the Police Department's budget. The office assists the Police Director in compiling the annual operating and capital budgets and maintains general cost and accounting records documenting disbursements. Office staff compiles and forwards payroll information to the City’s Central Payroll and certifies all vouchers prior to payment. This Section is also responsible for the development, tracking and monitoring of grants.

     

    Human Resources Section - This Unit is designed to manage the various personnel requirements mandated by the Office of the Police Director. This Unit monitors personnel needs with regards to hiring projections and also daily operational staffing as predicated by regular days off, vacations, sick and injured leave and all other issues which impact levels of available personnel.
